Suggestions for Secretary of State's Speech at Luncheon in honour of Hong Kong Delegation to the British Industries Fair.

1.

The Secretary of State might wish to preface his remarks by saying that since he will not, after all, be able to

visit Hong Kong as he had hoped, he is particularly pleased to have this opportunity of speaking at the Luncheon.

2. In the past year Hong Kong has

witnessed, from the very threshold, the

tremendous events that have taken place
